One hundred and fifty delegates are attending a tax and revenue summit on Bougainville to find ways to grow the autonomous region's economy and tax base.
The Bougainville president John Momis said the summit was critical for the region so it did not have to depend on handouts from Papua New Guinea
He said delegates must speak with a sense of urgency, be creative and innovative.
The region's finance minister Robin Wilson said he wanted the summit to provide serious options for Bougainville to consider.
He said the Autonomous Bougainville Government had already stepped up in two areas; one is the better management of limited resources and declining grants from Port Moresby and the second is an increased focus on internal revenue.
The summit finishes today.
