Jagannath Sami replaces Bala Dass, who has resigned to take up a role with the Cane Growers Association.
Mr Sami was removed as head of the council by the military after the 2006 coup, despite an injunction.
He says he is confident the party -- which currently only has three MPs -- will be able to form the next government after elections next year.
