The American Samoa Visitors Bureau says tourism continues to be hamstrung by inadequate air transport and immigration laws.
The chairman of the bureau's board, Roy Hall Jr, says the cabotage rule is hampering tourism development, and he's talking to foreign airlines such Fiji Airways about the possibilities of serving American Samoa better.
Mr Hall says he has met several times with Hawaiian Airlines to discuss additional flights for the summer and holiday season.
He says Hawaiian Air was pleased with the traffic on the extra flights they operated this past summer.
He says the airline hopes to put on a permanent third weekly flight when it introduces a smaller Air Bus on the Honolulu-Pago Pago route in 2017, with a fourth flight during the peak season.
