But the Kingdom conceded a penalty a few minutes from full-time to suffer an agonising 13-11 defeat.
Fiji's hopes were extinguished even before their final pool match, with Georgia beating Portugal to stay unbeaten and advance to the final.
The Fijians conceded a late try to lose their final group match against Uruguay 28-26 and will now play-off against Namibia for fifth and sixth place, with Tonga to meet Uruguay in the third and fourth place play-off.
