Governor Lolo Moliga is submitting a draft to the UN saying American Samoa's position as an unincorporated and unorganised territory of the United States is not sustainable nor economically secure.

Attorney-General Talauega Eleasalo Ale says the territory's leaders feel that the status quo is insufficient.

"It is not economically safe for us because of our inability to have some control over our resources and over our land."
