Women's groups in Fiji want temporary special measures in place to get women into local government.
They're waiting to hear when local elections will be held after elected councillors and mayors were removed under the previous military-led government.
The government says local government legislation has to be reviewed before any polls take place.

Sharon Bhagwan Rolls of Femlink Pacific says the review is an opportunity to promote better women's representation at a local level.
"This could possibly be the chance for us to get some quotas. They are so mindful that the numbers have been low. We certainly want to make sure the (Local Government) Act, in terms of representation and regulations, is updated and in line with the national gender policy as well as CEDAW and other international treaties."
Ms Bhagwan Rolls says she hopes women leaders around Fiji can be part of the review and it is not just confined to parliamentary committees in Suva.
