The Minister of Infrastructure says only a quarter of the vehicles used in Tonga are registered with his ministry and 95 percent of drivers are operating without licenses.
'Etuate Lavulavu told Radio Tonga if his Ministry can manage to collect all the money from the illegal drivers and vehicle owners it will reach its multi-million target this year.
Mr Lavulavu says out of 4,000 vehicles operating in the northern islands of Vava'u only 200 vehicles have been registered.
