American Samoa's Marine Department says people should avoid swimming and fishing in Pago Pago harbour until the cause of the water's strange colouring is identified.

The Marine and Wildlife Resources Department says the black brown colour and bad odour seen throughout the harbour could stem from an algal bloom.

It says some seawater samples are showing high levels of microscopic algae which look similar to those found in the harbour in October 2013.

The department says some species of algae can cause skin irritations in humans and shellfish poisoning.
