The leader of Papua New Guinea's New Generation Party says the country is in critical need of honest and incorruptible leadership.

Bart Philemon, who is the Minister of the Public Service, says no PNG government has ever established an effective national plan for infrastructure, education and health services.

These areas have deterioriated badly despite PNG enjoying very large increases in the national budget over the past nine years.

Ahead of next month's elections, Mr Philemon says his party is campaigning on the need for strong leadership with a plan.

He says lack of planning as well as bad leadership by MPs have prevented improvements being made to basic services.

"It is a lack of leadership that prevents us from having facts that we can build a realistic plan on so that we can get to the core of the issues and apply our limited resources for more effective results."
