Penrhyn politician, Tini Ford, appears to be the runaway winner of the mayoral vote in the small Cook Islands community.
Mr Ford has been mayor on a previous occasion.
The preliminary results show that he has beaten the three other candidates by a landslide.
He got 64 votes, while William Tekena received 16, Mamanave Tini two and Tangaroa Ariki Tai three.
The by-election was held because the incumbent, Paulo Tahaki, was disqualified after moving to Australia.
