There is continued doubt about the mobile phone company Digicel's bid to launch services in French Polynesia.
The share of foreign capital in the venture continues to be contentious although Digicel has lodged a fresh application.
The economic reconversion minister says it is vital to attract foreign capital, saying it is not opportune to curb foreign investment.
This is in contrast to the stance taken by his predecessor, who sought to cap the foreign share at 35 percent.
Digicel says it has no plan to alter its approach.
