A Cook Islands telecommunications company, Kukicel, has presented its proposal to government to set up a rival mobile phone network.
Kukicel is lobbying for a law change to end the monopoly of Telecom Cook Islands for it to be able to set up a nation-wide service.
The deputy prime minister, Sir Terepai Maoate, says he is in favour of the change.
William Framhein of Kukicel says the existing services are not adequate.
He says his company could cut the cost of calls in half and offer wide coverage.
"The service will extend to all of the Cook Islands, and not just Rarotonga and Aitutaki, but it will include all of the Cook Islands."
William Framhein says Kukicel hopes to move into the internet market in the future as well.
