The United States military is reassuring Guam people that the plans for its military buildup there will be a win win situation.
Eight-thousand US marines and their families are to be transferred from Okinawa in Japan to Guam in five years.
The military's Joint Guam Programme Office has outlined its plans at an industry forum last week attended by more than 1,300 people from eight countries.
It told participants there are plans for utilities and infrastructure projects.
This has concerned the deputy speaker, Benjamin Cruz, who says Guam is spending millions of dollars in utilitiy upgrades, but has no written contract from the military that they'll be needed.
But the office's spokesperson Captain Neil Ruggiero says the buildup will benefit Guam.
"We're in constant talks with the government of Guam to discuss utilities to find a win win situation for both, the department of defence and the people of Guam. We can't award a contract until the record of decision has been signed which is scheduled for January 2010, so we cannot award a contract until that takes place."
