The police in Samoa have completed their investigation into allegations involving the adoption agency Focus on Children and the way Samoan children were adopted by American couples.
The police say charges will be laid against Tagaloa Ieti and Dan Wakefield, who were hired by Focus on Children.
However, the assistant police commissioner, Papalii Li'o, says the other suspect implicated by the US authorities, Julie Tuiletufuga, was not investigated.
He did not say why, but overall Papalii says the legal process of adopting the children between local law firms and Focus on Children was, at the time, done according to adoption laws in Samoa.
Meanwhile, the assistant police commissioner says Tagaloa Ieti is on the run and police can so far not locate him.
Tagaloa Ieti and Julie Tuiletufuga are wanted for criminal prosecution in the US over the adoption of Samoan children but the pair cannot be extradited because there is no extradition agreement between the two countries.
