The United States federal Office of Insular Affairs says the Northern Marianas needs to agree on long term decisions to provide reliable power.
OIA spokesperson, Nikolao Pula, says the temporary Aggreko generators which have have now been installed, will give the Commonwealth Utilities Corporation breathing room.
But he says it's important to remember the Aggreko generators, adding 15 megawatts of power to the island, are only contracted for 12 months.
Navy engineers from Guam are to assess the broken down power plants and see which engines can be rehabilitated.
It is expected to cost several million dollars to rehabilitate and Mr Pula says reprogramming capital improvement money might be necessary.
