Non-governmental organisations in Fiji say they're not happy about this week's expected publication of the first draft of the controversial People's Charter.
The People's Charter is supposed to be mapping the way forward for Fiji in terms of good governance and transparency, and could lead to significant changes to the current constitution.
A public consultation process about its first draft is scheduled to start this week.
The Pacific Resource Concerns Centre's director, Tupou Vere, says it was always opposed to the charter and this hasn't changed.
"We are not overjoyed at all that there'll be this report released. We maintain it remains a constant diversion of resources and time from what Fiji should be heading towards. And that's to have elections by March 2009."
The Women's Crisis Centre voices similar concerns.
