An Asian Development Bank study says there needs to be more focus on participation for development to be successful.
The study "Capacity development - Pacific Choice" was the subject of a seminar in Wellington today.
Stephen Pollard, an economist in the Pacific Department of the ADB, says for many major development agencies, participation is yet to become a significant feature.
"In terms of providing better assistance, better designed assistance, assistance that's likely to lead to more sustainable outcomes that requires a broader set of consultation a broader ownership and broader participation in actual design."
Stephen Pollard says by engaging whoever is relevant, there's more likely to be a lasting solution.
