Fiji's interim Prime Minister Commodore Frank Bainimarama says the interim regime's People's Charter for Change and Progress will be ready by October.
The Fiji Times reports that speaking to Fiji law students in Vanuatu, he said contrary to what was being relayed through the media, all was progressing well in Fiji.
Last week, Commodore Bainimarama said there would be no elections if there was no charter.
The document has failed to get endorsed by key political parties and has been rejected by some chiefs, which has prompted the military leader to say that they are not allowed to do that.
