A Business Round table group on Niue says the answer to the island's fiscal cash problems and diminishing population could be resolved by forming a tax free state.
According to spokesperson Mark Cross it would immediately generate a positive economy and attract more people to the island.
He said Niue's population has dropped to 1,100 residents and is constantly in a state of financial decay.
Niue is currently undergoing discussions on tax reforms and it's a golden opportunity to develop the economy.
Mr Cross said with a general election looming on the island he hopes candidates will give serious consideration to the formation of a tax free state as well as much needed land tenure and immigration reform.
