Fiji's former vice-president, Ratu Joni Madraiwiwi, says he doubts that elections will be held in March as desired by the international community.
Ratu Joni, who was removed from office in the 2006 military coup, says with the changes suggested by the interim government, the date will be missed.
Despite calls for polls to be held in line with the constitution, the military commander, Commodore Frank Bainimarama, has expressed his determination to change the electoral system.
Ratu Joni says the target date of March 2009 won't be met.
"I don't think that even, never mind politically, but even practically that I can't see it happening by March."
Ratu Joni Madraiwiwi says Fiji may have elections before the end of next year.
