The office of Commerce in American Samoa is developing a plan to ready itself for the possibility of the territory's two largest employers moving off-shore.
There are fears the Star Kist and Samoa Packing tuna canneries may move off-shore following the US government's decision to raise the minimum wage to US$7.25 by the year 2014.
That's an increase of 50 cents per year - with another hike due in May.
The director of commerce and tourism, Falesiu Eliu Paopao, says the territory is trying to protect its main source of employment and resist the wage increase.
"All the businesses are against any more increase. There is a bill in congress that asks to stop the minimum wage. That's the thing that we're trying to protect. Have the department of labour review our economy and then work from there to determine an increase every two years. The government and the private sector like that."
Falesiu Eliu Paopao says they're also trying to attract more businesses into the territory to provide more jobs.
