The Cook Islands Government hopes to have its new Freedom of Information legislation passed this week.
The Official Information Bill is designed to give the public greater access to government information.
The Deputy Prime Minister, Sir Terepai Maoate, says the law won't come into force for 12 months, to give public servants time to adapt.
He says he feels it is important to get it enacted as soon as possible.
"Why do you think we talk about good governance all the time? Everybody is talking about good governance, we've got to put something in that really means that we mean good governance. By increasing the availability of information to the people of the Cook Islands, it will enable them to more effectively participate in decision making."
