Niue's Associate Minister of Health says a new tobacco control bill will be tabled in parliament this week.
The bill bans smoking in all public places, workspaces, government departments and tourist places.
It also contains a provision for village councils to ban smoking in their villages and ban the sale of tobacco.
Fisa Pihigia says while he fully supports the bill, it won't be easy to get widespread support.
He says it will require a lot of work to change people's attitudes.
"It will be very tough because of some members of the house are people who smoke. So its not going to be easy. But I hope they do put aside their personal interests and consider the importance of the bill to the whole of Niue. We have people who are referred to New Zealand on tobacco related illness so yes it is important people consider national interests rather than their personal interest."
Fisa Pihigia says his village has already declared itself smoke-free.
