Tokelau's Council for Ongoing Government says more talks are needed to finalise the territory's future political status.
The council now have to discuss the elements of its move towards self government in a Treaty of Free association with New Zealand, that was formalised yesterday.
The six member council is travelling around New Zealand for discussions with members of the Tokelau community living here.
And the acting faipule, Pio Tuia, says they will then return to Tokelau for more talks on finalising the terms.
"For us to study seriously the meaning of this treaty, as we are going to have free association with New Zealand. We have already given the opportunity to our elders to see and study and think about it more, and the people over here. So at the moment, its not clear. So that is why we take this as preparation towards self determination."
Pio Tuia says when an agreement is reached, an act of self determination will be held for Tokelau, under United Nations supervision.
Tokelau also signed a deed with New Zealand for an International Trust Fund, to which New Zealand has made an initial contribution of more than 5 million US dollars.
