In early 2002, after a train fire killed 58 Hindus, a frenzy of violence against Moslems killed more than two thousand people. The Chief Minister of Gujarat, Narendra Modi, called the massacre "remarkable restraint under grave provocation", but the Indian National Human Rights Commission found his government complicit in the killing. In The Gujarat Experiment RNZ's Phil Smith asks whether the Gujarat government planned the massacres to help win the state election.
