The Minister for Whanau Ora says she doesn't want to hear from social service providers who will make superficial changes just to get funding.
Tariana Turia says the programme is not a slush fund for providers simply looking for the latest form of Government money.
Initial funding of $134 million has been set aside over the next four years for the new approach to delivering services to at-risk families.
Mrs Turia has begun a series of hui around the country to explain more about Whanau Ora to the groups who may end up implementing it.
She says anyone who wants to play a part will have to demonstrate a genuine commitment to its ideals.
