The New Zealand Federation of Multicultural Councils says a plan by the Government to crack down on the exploitation of migrant workers is a step in the right direction.
The Government is looking at law changes that would enforce tougher penalties where there is evidence of exploitation of migrant workers.
But federation president Tayo Agunlejika said the Government should consult the community before changing the law, so that it can understand the full picture.
He said it is not just agricultural and hospitality workers suffering, but permanent residents, international students and workers on temporary permits.
Mr Agunlejika said the Government should work with community groups to help overcome cultural or language barriers.
