Residents in Napier are being encouraged by police to dob in suspicious behaviour - such as being handed large wads of cash - after three people were arrested following a massive brawl between 30-40 Mongrel Mob and Black Power gang members last weekend.
There has been a 58 percent increase in gang memberships in Hawke's Bay over the last 2 years.
Detective Inspector Mike Foster, who is head of the local gang focus unit, says police are working with families to try and prevent kids joining gangs, but the scale of the problem is huge.
