Free lunch for councillors

There's no such thing as a free lunch...unless you're a Wellington City Councillor. The new mayor Andy Foster has reinstated catered lunches - six years after he led moves as a councillor to scrap them. The move was prompted by requests from other councillors Foster says, but he's promising to keep costs low.
