A bill that gives authorities greater powers over returning foreign fighters passed its first reading last night after a last minute deal with the Green Party. A copy of the Treaty of Waitangi has been ripped from the wall inside the Tauranga City Council chambers to make a statement about Maori being put down by a council representative.
