Typhoon Hagibas has forced World Rugby to cancel two world cup matches - but, more importantly, it's also a massive-scale storm, which could force the evacuation of millions of people from Tokyo. With local government elections done and dusted, outgoing Dunedin mayor and LGNZ president Dave Cull joins the panel to reflect on how local elections have changed over the years. NZ First has shot down a plan to make drug testing legal by this summer, because they say it could encourage drug use. Police Minister Stuart Nash said earlier this year the move would save lives and hospitalisations, but he's been unable to get backing from the political party.
