The thorny issue of water bottling is tackled in a piece by RNZ's Emma Hatton. A group that opposes water bottling group maintains that regional councils have the power to decline consents, but they just choose not to. But Wellington Council say its hands are tied under existing rules unless there is proof the extractions will cause environmental harm.
