No alcohol beer sold to underaged people

Online retailer Mighty Ape is selling Asahi Dry Zero, a non-alcoholic beer from Japan, with no age restrictions. It quotes Auckland Council Manager of Alcohol Licensing Peter Knight as saying any beer with less than 1.15 per cent alcohol content is considered alcohol-free and therefore can be sold to anyone regardless of age. Is it as bad as the outlawed Spacemen cigarettes?
