Kiwibuild not guaranteed next year

The Prime Minsiter has said there will be a Government building programme next year but she can't guarantee that Kiwibuild will be a part of it.This was a core policy of Labours but the policy has fallen woefully short of its target. We ask what the panellists make of this statement
