Electoral law expert Andrew Geddis of the University of Otago says the thing to think about is who actually owns and runs the systems used to enable it to happen. The Tauranga Council has passed a bylaw banning beggars in retail. So who will enforce the ban? Police say they'll only intervene if there's a disturbance of the peace. Tauranga's mayor Greg Brownless describes who will do what under the new bylaw.
