Palmerston North City Council has decide to no longer provide soap in public toilets. That's because the dispensers are often vandalised. Officials say there's very little risk of disease - which begs the question, is soap really necessary?
Research seems to be divided on the subject - some say water and friction is good enough, others believe washing with soap is essential.
