Wild west of Lime e-scooters

The odd Lime scooter seems to have caught fire in the United States because of battery issues triggering a partial recall. Three people died on e-scooters last month and there's a class-action lawsuit under way by accident victims. You're allowed to ride them on the road but you don't have to wear a helmet. Does this need to change?
