Consumer NZ says access to affordable power is a basic consumer right but power companies aren't delivering. This is backed-up by the initial report by the Electricity Price Review. It's found 103,000 households spend more than 10 per cent of their income on power. Consumer's Jessica Wilson talks about whether electricity infrastructure reform may have been successful but hasn't paid off for consumers.
