Mooted "floa-tel" divides Oamaru

Oamaru, as we know, is on the proverbial roll - Steampunk, the Whitestone precinct, the penguins, it's an attractive destination. Now, the comunity-owned local licensing trust has come up with an idea which the local council likes, a floating hotel offshore.
