The State Services Commission investigated the CEO of CERA following a complaint from a staff member. Mr Sutton had been accused of harassing a senior female staffer, including making inappropriate jokes, comments and giving her an unwelcome hug. Only 18 percent of primary school teachers are men according to new Ministry of Education figures. The ratio is even more dramatic in early childhood education, data from the 2013 census shows just three percent of ECE teachers are male.
