It was the only European city in which both the Allies and the Axis powers openly operated, was a temporary home to much of Europe's royalty and more than one million refugees seeking passage to America. Historian Neill Lochery talks about the spies, secret police, artists, entrepreneurs and black marketeers who were part of the intrigue in the shadows of the wartime Cidade da Luz.
