Kim O'Sullivan - pre-paid electricity meters

Kim O'Sullivan is an Otago University PhD student who's investigated the use of pre-paid power meters among predominantly less affluent families. The electricity is more costly than that available for monthly 'on account' customers, so why are the power companies encouraging their use for some households who can least afford them?
