The head of Te Whatu Ora responds to a staff survey showing dismal confidence in leadership, and barely more than half who believe the reforms will improve the health needs of the community.

The survey was completed by 28,000 Te Whatu Ora staff around the country in November and December last year - five to six months after its establishment.

It reveals a lack of confidence in those in decision making roles, persistent bullying in some areas, with numerous respondents saying  bullies are not dealt with, or worse, promoted.

Only a third of staff feel they have the resources to perform their roles well.

The survey comes as Te Whatu Ora moves to disestablish 16 hundred mostly non-clinical roles.
