As Wellington grapples with spiralling wastewater pipe failures, a new report has found major gaps in the whole country's water management systems.
The report, by the office of the Auditor General, looks at how public organisations are managing water resources and delivering water-related services and finds no clear vision across local and central government , and no clarity about what the main issues even are.
The report finds issues with clear strategy, coherant work programmes, robust systems, resourcing, planning and risk managment.
