Is the property insurance market broken?

Kathryn discusses the future of the insurance market with specialist insurance lawyer Chris Boys and Tower Insurance Chief Executive Richard Harding.

Tower was one of the first insurers to shift to risk-based pricing, which it says is a fairer approach. Tower hasn't pulled out of insuring earthquake or severe weather-prone areas, instead it has made some policies more expensive. 

But Chris Boys says risk based pricing is flawed and the property insurance market is "broken".
