Govt reoffending targets "were never realistic"

Yesterday the government outlined the 10 goals it has set itself for the next four years, including a new goal of cutting the number of serious crime victims by 10 thousand. It's aim of lowering reoffending by a quarter has been replaced with another about social housing. In fact, the reoffending rate was lowered by just 4.5 per cent. Kathryn Ryan talks to Kim Workman, adjunct researcher at the Institute of Criminology at Victoria University.
