The report says teachers' pay scale should be rejigged and extended, and they should apply for progression rather than receive it automatically as they do now. Their performance could be assessed not just on NCEA pass rates, but should include broader measures such as on-the-job learning, mentoring of junior teachers, and contributions within the school environment.
