Dr Jim Smith is a former member of the International Atomic Energy Agency Expert Group on Chernobyl and has studied the effects of radiation for more than 20 years. The Japanese have so far rated Fukushima a four on the INES one-to-seven scale of nuclear accidents - against a level seven for Chernobyl.
