Discrepancy in Christchurch rates found

The Christchurch City Council is scrambling to get its books in order after discovering its rates may have been set illegally since 2004. The council's acting chief executive will fly to Wellington on Friday for crisis meetings with central government after the error was picked up by the Department of Internal Affairs.
