GCSB bill heads back to Parliament for second reading

The bill allowing the Government's external spy agency to monitor New Zealanders and New Zealand residents is expected back before Parliament today for its second reading. The bill was introduced in May by the Prime Minister, John Key, after it emerged in court that the Government Communications and Security Bureau had illegally spied on Kim Dot Com. Labour Party leader David Shearer joins Morning Report live in studio.
